Ghana, UAE Sign $1B Deal to Build Africa’s Largest Tech Hub

In a major leap toward digital transformation, Ghana has officially signed a $1 billion agreement with the United Arab Emirates (UAE) to construct Africa’s largest AI and Innovation Tech Hub in Ningo-Prampram, located in the Greater Accra Region. This historic deal aims to transform Ghana into a leading digital powerhouse in West Africa and across the continent.

The deal, signed between Ghana’s Ministry of Communication, Digital Technology and Innovation and the UAE’s Ports, Customs, and Free Zone Corporation (PCFC)—a subsidiary of DP World—marks a strategic partnership to enhance Africa’s role in the global tech ecosystem.

The UAE will fully finance the initial phase of the $1 billion tech hub, while the Government of Ghana will provide land and policy support. Construction is scheduled to begin in 2026 and is expected to be completed within two years.

The new Ghana-UAE innovation hub will feature:

  • Facilities for over 11,000 global tech companies, including Microsoft, Meta, Oracle, Alphabet (Google), and IBM.
  • A state-of-the-art AI engineering center.
  • Business Process Outsourcing (BPO) and Knowledge Process Outsourcing (KPO) services.
  • A digital academy supporting Ghana’s “One Million Coders” initiative.
  • Infrastructure to support data analytics, machine learning, and cloud computing tailored to African development needs.

Ningo-Prampram, a fast-developing area in the Greater Accra Region, has long been earmarked as Ghana’s future digital city. With this deal, it now becomes the heart of Africa’s digital revolution.

President John Mahama praised the deal as a bold step toward achieving Ghana’s digital transformation agenda. The hub is expected to create thousands of tech jobs, empower youth through digital training programs, and attract billions in foreign direct investment over the next decade.

This project also supports the African Union’s goal of continental digital integration under frameworks like Agenda 2063 and the African Continental Free Trade Area (AfCFTA).

With this $1 billion Ghana-UAE tech hub agreement, Ghana is positioning itself as a leader in Africa’s digital future. By investing in artificial intelligence, innovation, and tech education, the country is not only empowering its youth but also building a new narrative of African excellence in technology.
