{"id":1350,"date":"2019-04-24T14:04:49","date_gmt":"2019-04-24T14:04:49","guid":{"rendered":"https:\/\/africaglobalnews.com\/?p=1350"},"modified":"2019-04-24T14:04:49","modified_gmt":"2019-04-24T14:04:49","slug":"just-what-constitutional-amendments-have-been-approved-in-egypt","status":"publish","type":"post","link":"https:\/\/africaglobalnews.com\/website_b1ce9d46\/just-what-constitutional-amendments-have-been-approved-in-egypt\/","title":{"rendered":"Just what constitutional amendments have been approved in Egypt?"},"content":{"rendered":"\n<p>Egypt\u2019s\nNational Election Authority has announced that an overwhelming majority of the\nvoters who participated in the recent referendum have approved the constitutional\nchanges contained therein. <\/p>\n\n\n\n<p>Voter\nturnout in the referendum, which was carried out between April 18 and April 22,\nstood at 44.3%, or about 27 million voters. Of these voters, <a href=\"https:\/\/egyptianstreets.com\/2019\/04\/23\/88-3-egyptians-vote-in-favour-of-constitutional-amendments\/\">88.8%<\/a>\napproved amendments to the 2014 Constitution.<\/p>\n\n\n\n<p>These constitutional\namendments had been approved by similarly a huge margin in parliament, where 531\nmembers of parliament voted for it, while 22 voted against it. One MP abstained\nfrom the vote. <\/p>\n\n\n\n<p>The amendments\nwere on at least 10 articles of the constitution, yet the draft amendments were\nmade public only a day to the referendum. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\">The Amendments<\/h4>\n\n\n\n<p>The\namendments have caused a global furor as they seem designed to grant more\npowers to the Executive while impinging upon the Judiciary. <\/p>\n\n\n\n<p>For\ninstance, following the amendment, Pres. Abdel Fattah el- Sisi can stay in\npower until 2030. Under the old constitution, it was expected that Pres. Sisi\nwould be leaving office in 2022, having been elected last year for what would\nhave been his final 4-year term. However, consequent to the amendment of\narticle 140, his term is now <a href=\"https:\/\/egyptianstreets.com\/2019\/04\/20\/a-quick-and-simple-overview-of-egypts-constitutional-amendments\/\">six\nyears long<\/a>, and he can vie for another six-year term. A transitional clause\nenables this scenario to play out. <\/p>\n\n\n\n<p>An\namendment to article 253 frees the executive arm of the government from any\naccountability to the Senate. <\/p>\n\n\n\n<p>The\nJudiciary, while being guaranteed an independent budget, has been effectively\nput under the president\u2019s control. The heads of judicial authorities will be\nappointed by the president. Furthermore, an amendment to article 185 creates a \u201chigher\ncouncil for judicial authorities\u201d, which will be headed by the president. Its\nrole is to discuss judicial matters. These matters would include the likes of\nappointing the prosecutor-general, who is appointed by the president, from a\nlist given by this higher council. <\/p>\n\n\n\n<p>Similarly,\nas per the amendment to article 193, the chairman of the Supreme constitutional\nCourt is to be appointed by the president. This chairman would nominate prospective\ncourt commissioners, from which the president will appoint people to that\nposition. <\/p>\n\n\n\n<p>Other\namendments include one made on article 102. This is one a handful of positive\nones, as it seeks to reduce the number of legislators from 596 to 450, while reserving\n112 seats for women.
